MONDAY, JUNE 18

Honorable Jeffrey Poulson – Veteran’s Court Program

Judge Poulson, Sioux City, worked in private practice in Sioux City, Iowa, from February 1977 to December 2010.  He graduated from the University of Wyoming with a bachelor of arts with honors in 1974 and from Drake University Law School in 1976. 

Judge Poulson started Iowa’s only drug court program aimed at rehabilitating veterans in April of 2015 and started seeing their first veterans in May of 2015.  According to Justice for Vets, “combat experience leaves one in five veterans with symptoms of a mental health disorder or cognitive impairment.   One in six veterans who served in Operation Enduring Freedom and Operation Iraqi Freedom suffer from a substance abuse issue.  Left untreated, mental health disorders common among veterans can directly lead to invovlement in the criminal justice system.”  On average, the Woodbury County Jail was booking one veteran a day.  The need to implement a Veteran Treatment Court in Woodbury County, Iowa, was obvious.

A group of community members and collaborators held planning meetings for over a year, obtained a grant for training through the Veterans Treatment Court Planning Initiative by the Bureau of Justice and Justice for Vets in Collaboration with the National Association of Drug Court Professionals.  The goal of this group is to connect veterans to services and mentor veterans.  Helping veterans get the services they need will help them get out and stay out of the criminal justice system.

Judge Poulson will share with us how the program got started, how the program is going, and the impact the program has on veterans in Woodbury County.

 

Julie Schneieder – YESS, Chief Advancement Officer

Julie joined the agency after receiving her degree in Social Work from the University of Iowa. Each day, she is a part of the behind-the-scenes work of caring for kids. Her role is to advance YESS's mission through fundraising, community relations, and daily business operations. Julie enjoys hiking trails with her husband and twin sons in the Rocky Mountains.

Julie will be talking about how the shelter assists juveniles who are in the juvenile court system.  She will talk about things such as schooling, community outreach, mental health services, and various other services the shelter provides.

 

Jason Dunn, Supervising Attorney, State Public Defender’s Office,

Mason City, Iowa

Jason Dunn attended Drake University from 2001 to 2004. Jason has worked as a public defender with the Special Defense Unit in Des Moines, Iowa, and with the State Public Defender’s Office in Council Bluffs, Iowa.  In March of 2018, he was appointed as a supervisor at the State Public Defender’s office in Mason City, Iowa.

Jason will be talking to us about his many experiences as a public defender, including stories and tricks of the trade he has learned from court reporters and how his experiences with court reporters have helped him become the supervisor he is today.

 

TUESDAY, JUNE 19

Rob Sand, Attorney at Law

Rob Sand is a native of Decorah, Iowa. He was an Iowa Assistant Attorney General from 2010 to 2017, where he specialized in prosecuting most of Iowa’s public corruption and major financial crime.  He also prosecuted violent crime and around 20 sexually violent predator civil commitment cases.

Rob Sand was the prosecutor for the Hot Lotto case in Des Moines, Iowa.  The Hot Lotto case involved Eddie Tipton who was a MUSL employee in Iowa.  He was in charge of the random number generator computers which picked the numbers for the Hot Lotto game held in various states.  Eddie Tipton was charged with manipulating the computers to pick pre-selected numbers.  Rob Sand will talk about the investigation, the litigation, and the trial.

 

Ann Carothers, M.S., RPR, CRI

Ann received her A.A.S. Degree in Court Reporting from Ferris State University, Big Rapids, MI, in 1978.  Upon graduation from Ferris, she freelanced for Northern Court Reporters, Alpena, Michigan, from 1978 – 1981.  From 1981 – 1984, she worked as an official court reporter for the 96th Judicial District Court in Marquette, MI.   As a part-time student, Ann obtained a Bachelor’s Degree in Office Administration from Northern Michigan University in 1984.  Upon obtaining her degree from NMU, she continued to work as a court reporter, taking a position as an official court reporter in Port Huron, Michigan.  Knowing she wanted to teach court reporting, she applied at several court reporting schools in the Midwest.  In late 1986, AIB contacted her to let her know they were looking for a full-time teacher, and she began teaching at AIB in the court reporting department from January 1987 through August 2015.  While at AIB, she earned her Master’s Degree in Adult Education from Drake University in 1990. Currently, Ann helps as a volunteer for NCRA’s Discover Steno:  Intro to Machine Shorthand A to Z. 

Ann will talk about her experience with the A to Z program, including how she got started, the preparation she had to undertake, and how the classes went. She will encourage others to take on this class to help ensure that we are able to get our classes at DMACC full of students who know what they are getting into and will be able to complete the program.

Richard Deming, M.D.

Dr. Richard Deming is the medical director of Mercy Cancer Center in Des Moines, Iowa.  He received a bachelor’s degree at South Dakota State University and his medical degree at Creighton University.  Dr. Deming is known in the community for the compassionate care he provides cancer patients and their families.  He is involved in many national, state, and community organizations and is the recipient of numerous awards.

Dr. Deming will talk about his non-profit organization dedicated to elevating the lives of those touched by cancer.  Dr. Deming has led cancer survivors on inspirational and mind-body-spirt pilgrimages to Mount Everest, Mount Kilimanjaro, and Machu Picchu.  He is dedicated to the principles of human dignity, social justice, and compassion.  He will correlate his experience with cancer patients to court reporters to help us find ways to relieve the stress from our jobs and how it can be beneficial to our mind, body, and spirit.  His greatest ambition is to encourage others to pursue lives of meaning, purpose, passion, and compassion.

Doreen Sutton, NCRA Vice President, FAPR, RPR, CSR, CR

Doreen Sutton is a freelance reporter from Scottsdale, Ariz., with 23 years of experience, and was installed to serve as NCRA Vice President.  She holds the nationally recognized professional certification of Registered Professional Reporter and has covered depositions, arbitrations, and mediations.

Doreen will be talking to the membership about motivation.  Motivation is one of the strong components of success, and knowing how to keep yourself inspired is vital to ensuring the health of your career.  She will teach us how to measure the impact motivation has on our business and how to rekindle the spark to deliver the best service possible to our clients as well as potential clients.

Laurie Schipper, Iowa Coalition Against Domestic Violation, Executive Director

Laurie joined ICADV in 1993.  She received her bachelor’s of science in social work in 1985 from Iowa State University in Ames, Iowa.  Ms. Schipper has worked within the Battered Women’s Movement for 30 years.  Prior to her work with the coalition, she worked in a battered women’s shelter and rape crisis center in Ames, Iowa, for 10 years.  Ms. Schipper provides technical assistance and training to domestic violence advocates and other professionals who interface with battered women and their children.  Ms. Schipper serves on the Iowa STOP Violence Against Women State Coordinating Council, participates in training and curriculum development, and consults on public policy as it relates to domestic violence.

Laurie and two others from her team will be talking to us about the work they do at the Iowa Coalition Against Domestic Violence, the various programs they have, and the impact they have on women in the community who are involved in domestic violence.

 

WEDNESDAY, JUNE 20

Joel Yunek, Attorney at Law

Joel Yunek is a trial lawyer.  He received his law degree from the University of Iowa.  He has tried over 100 jury trials and several thousand non jury cases.  Of those cases, the ones which received the most publicity were State of Iowa v Henry Rayhons and Lyons v Heemstra.

Joel will talk to us about the State of Iowa v Henry Rayhons case, where an Iowa State Representative was accused of having intercourse with his wife at the nursing home she was residing in when she lacked the mental capacity to consent due to her Alzheimer’s.  He will talk about the investigation, trial, and complicated case law regarding this case.

Bruce Reeve, Laboratory Adminsitrator, DCI

Bruce Reeve is the laboratory administrator for the Iowa Division of Criminal

Investigation Criminalistics Laboratory, located in Ankeny, Iowa. Mr. Reeve came to the DCI Lab in 1995 and performed case analysis as a criminalist working in the drug identification section of the laboratory. He later took on the responsibility of quality assurance manager for the lab before being named laboratory administrator in 2006.  Prior to coming to the DCI, Mr. Reeve was a laboratory manager for MVTL Laboratories, Inc., a private analytical laboratory specializing in environmental and agricultural analyses. Mr. Reeve holds a B.S. degree in Chemistry from the University of Iowa, and a Certificate in Public Administration from Drake University. He is a delegate with the American Society of Crime Laboratory Directors, and a member of the Midwestern Association of Forensic Sciences. Mr. Reeve serves on the executive board

of The American Congress of Forensic Science Laboratories, the criminal justice and biochemistry advisory boards at Grandview University, and the criminal justice advisory board at Des Moines Area Community College. In the past, he has served as secretary and president of the Kansas City Section of the Society of Applied Spectroscopy, and president of the Environmental Professionals of Iowa.

Mr. Reeve will be presenting on the topic of laboratory terminology. He will provide a photo tour of the DCI Laboratory, with slides showing laboratory instruments commonly referenced in testimony.

 

Jason Bahr, Detective, Webster County Sheriff’s Office

Jason Bahr is a detective with the Webster County Sheriff’s Office.  He began his law enforcement career with the Dayton, Iowa, Police Department in 1991, and attended the Iowa Law Enforcement Academy, graduating as a certified peace officer in 1992.  In 1993, Bahr was hired by the Story City, Iowa, Police Department, where he served as a patrol officer.  In 1998, he was hired by the Webster County Sheriff’s Office where we was a patrol deputy and K-9 handler until 2007.  He was then assigned to the Detective’s Division as a general crime investigator. 

Ray Fiedler, Special Agent, Intelligence Unit, Fort Dodge, Iowa

Ray Fiedler graduated from the Department of Public Safety’s 20th Basic Academy in September of 1994, after which he was assigned to the casino in Clinton, Iowa.  He was then promoted to Special Agent in 1998 and assigned to the Intelligence Unit in Fort Dodge.  In 2003 he transferred to the Major Crimes Unit.

Jason Bahr and Ray Fiedler will talk to us about the Michael Klunder abduction and investigation.  Michael Klunder was a convicted sex offender who was suspected of abducting two girls from an Iowa bus stop.  He was later found dead.  He was suspected of abducting a 12-year-old girl and a 15-year-old girl.  The 12-year-old girl managed to escape, but the 15-year-old was found dead.  Klunder was the sole suspect.

State Capitol Tour

The Iowa State Capitol was constructed in 1886 and is the only five-domed capitol in the country.  It offers a panoramic view of Downtown Des Moines and West Capitol Terrace.  We will be taking a tour of the building and domes.
